We are often asked whether our products can be purchased legally.
Our products in the fields of thermal imaging, image intensifiers, optics, ballistic protection and camouflage are subject to export restrictions.
We can sell most of the products shown on this site entirely legally to private individuals who are citizens of the EU, and to companies that have their registered office in the EU.
Norway, Switzerland, Liechtenstein, the USA, Canada, the United Kingdom, Australia and New Zealand are also possible countries of export and are treated as equivalent to the EU; additional forms may have to be completed in advance for these countries. Buyers from other countries require an export licence from the Federal Office for Economic Affairs and Export Control (BAFA).
Customers themselves are responsible for complying with any statutory prohibitions or restrictions on acquisition, deployment or use in their home countries or countries of use.
For your legal certainty and ours, and in order to comply with the international rules currently in force, we therefore send customers who order thermal imaging devices, certain image intensifiers, ballistic protection products or other so-called โdual-use productsโ an end-user or end-use declaration in advance. It must be completed in full, signed and sent, together with a copy of an identity document, to info@h7.de before the order can be processed further.
The end-user or end-use declaration informs you, among other things, about export restrictions on the product groups mentioned and points out the obligation to obtain a licence from the Federal Office for Economic Affairs and Export Control (BAFA) in advance where an export requires one.
If you wish to sell, give away or otherwise pass on one of our products that is subject to export restrictions within the EU or to one of the countries mentioned above, we strongly recommend that you also obtain an end-user or end-use declaration from the acquirer(s) in advance. End users from other countries additionally require an export licence from BAFA.
Please note that there are two different end-user / end-use declaration forms โ one for optronics (thermal imaging devices, certain image intensifiers) and one for ballistic protection products (helmets, ballistic plates, soft ballistic products) and similar items.
The appropriate form is linked with the individual products. When you place an order, you automatically receive the appropriate form by email or post.
Particularities of optronics products (thermal imaging devices, image intensifiers):
Civilian buyers and users of these products are themselves responsible for observing any prohibitions or restrictions on acquisition, possession or use in their home countries or countries of use.
In the Federal Republic of Germany, the devices mentioned are still prohibited items within the meaning of the Weapons Act (Waffengesetz) if they are permanently attached to a weapon, attached to a sight mounted on a weapon, or combined with a mount that can be fitted to a weapon or to a sight attached to a weapon. Holders of a German annual hunting licence may nevertheless acquire and use them nationwide (for example on a shooting range), although the actual exercise of hunting is subject to the provisions of the individual federal states, which may be more restrictive. Other weapons users without a German annual hunting licence still require an exemption from the Federal Criminal Police Office (BKA) or another corresponding official permit.
You will find the end-use / end-user declaration for optronics here.
Particularities of ballistic protection products (helmets, hard ballistics, soft ballistics):
Civilian buyers and users of these products are themselves responsible for observing any prohibitions or restrictions on acquisition, possession or use in their home countries or countries of use.
Use is usually prohibited at public events, assemblies and similar occasions.
Our ballistic protection products carry the corresponding certificate number and may legally be acquired by civilians (which is NOT the case for almost all other products available on the market).
Ballistic protection products from the military or government sector are generally approved for military or government use ONLY โ always ask about civilian approval.
Independently of this, we also have specially marked ballistic protection products that may be supplied to authorities only, which is why we require proof of authorisation before processing corresponding enquiries.
You will find the end-use / end-user declaration for ballistic protection products here.
Particularities of camouflage and clothing products:
Civilian buyers and users of these products are themselves responsible for observing any prohibitions or restrictions on acquisition, possession or use in their home countries or countries of use. As a rule, the goods are subject to export restrictions.
Particularities of products for authorities and the military:
Military and government versions of devices and equipment are available exclusively to the correspondingly authorised user group. Such persons should send proof of authorisation and a request for further information directly to info@h7.de
